Priority and impact

High — Alpha installer supply-chain authority. The repository that owns immutable model build inputs describes one closed asset set, while the active Race Engineer installer lock enforces a different required/optional set and fetches stock voices directly from Hugging Face. Provenance, licence evidence, offline/private build availability, and the actual shipped payload no longer share one authority.

Current evidence

  • docs/alpha-build-inputs.md declares exactly five required Alpha inputs and only whisper-small-q5_1 as optional; the required inventory includes the immutable pocket-alba voice asset.
  • The Models verification workflow checks that documented 5+1 inventory.
  • Race Engineer's build/alpha-models.lock.json instead contains seven required inputs, including three stock VCTK voice files fetched directly from Hugging Face, plus multiple optional Natural Radio assets.
  • scripts/prepare-alpha-model-pack.ps1 enforces the consumer lock rather than the Models inventory.
  • The documented five Forgejo model assets and their licence files exist; the problem is authority/parity, not a missing historical asset.

Required outcome

Choose and document one canonical Alpha model/voice input set, then make Models publication/verification and the Race Engineer consumer lock mechanically agree.

Acceptance criteria

  • A single reviewed inventory identifies every required and optional installer input, exact immutable source, hash, licence/attribution, and offline/private-build expectation.
  • If teammanager-models remains the exclusive installer-input authority, Race Engineer does not fetch required stock voices directly from third-party mutable URLs; the assets are mirrored/released with immutable provenance.
  • If the three stock voices and Natural Radio inputs are intentional, the Models manifest, documentation, release assets, licence evidence, and CI are expanded explicitly before consumer use.
  • CI compares the authoritative Models inventory with the Race Engineer lock and fails on missing, extra, mutable, or hash-mismatched entries.
  • Installer preparation and a clean private/offline build consume only the accepted inventory.
  • The runtime voice-selection/OpenSpec wording is reconciled in a linked Race Engineer issue; this issue owns asset/provenance authority only.
