Scope

Import local folder/zip
Validate manifest
Copy into local app data
Index available clips
Allow selecting voicepack in settings
Do not bundle third-party packs

Acceptance criteria

User can import a custom voicepack
App can list installed voicepacks
Broken pack can be disabled
Fallback TTS remains available
